Library Board Code of Conduct Policy

 

Purpose

This policy outlines the proper conduct required of all members of the Waterloo Public Library Board.

Scope

This policy applies to all active members of the Waterloo Public Library Board.

Policy

The primary goal of a public library Board member is to ensure that the public has access to the highest quality of library service possible. Board members ensure the Library fulfills its mission to provide equitable access to lifelong learning and contribute to the wellbeing of all. To this end, WPL Board members should observe ethical standards with truth, integrity and honour.

Library Board Members

Waterloo Public Library Board members shall:

  • Act in the interests of Library members and the community, over and above other interest group involvement, membership on other boards or personal interests.
  • Express individual viewpoints but work harmoniously with the Board toward consensus as much as possible.
  • Speak with “one voice” once a decision is reached and a resolution is passed by the Board.
  • Respect Board authority since individuals may not act on behalf of the Board unless specifically designated by the Board. This includes interaction with the public or the media.
  • Refrain from individually directing the CEO or the staff.
  • Avoid situations where personal advantage or financial benefits may be gained and not use confidential or privileged information for personal or private business or advantage.
  • Avoid using their position to obtain personal employment or employment for family or friends.
  • Withdraw from the Board if seeking employment at the Library.
  • Respect the agenda and abide by Board decisions on rules of order.
  • Attend regularly and inform appropriate persons about expected absences before meetings.
  • Deal promptly as a Board when members demonstrate disengagement, poor attendance, or disregard for policy.
  • Be prepared for all Board and committee meetings and use meeting time productively.
  • Consider short- and long-term effects of decisions.
  • Treat others in a courteous, dignified and fair manner.
  • Encourage and respect diversity of viewpoints and skills.
  • Take responsibility for personal professional development through continuing educational opportunities and participation in regional and provincial library organizations.
  • Support intellectual freedom in the selection of Library materials and use of technologies. Library Board Chair

The Waterloo Public Library Board Chair shall:

  • Assume no authority to make decisions outside of the Board mandate.
  • Assume no authority to speak for Board on issues not yet decided.
  • Ensure all issues that belong to Board governance are brought to the Board for consideration and all relevant material is available.
  • Participate in deliberation fairly, openly and thoroughly while ensuring efficiency, timely decision-making and orderly meetings.
